Inclusion by design
The Proactive Pathway to Inclusion
Gain Ofsted confidence with a comprehensive framework for identifying, planning and supporting every learner. Explore the workflow FE and skills providers use to operationalise inclusion across every learner journey.
From November 2025, Ofsted grades every provider on inclusion — a standalone judgement of how well you identify and support every learner.
What is the Proactive Pathway?
A structured, technology-enabled workflow that helps you deliver inclusion by design, not by diagnosis. It turns Ofsted's Assess–Plan–Do–Review model into a digital framework your tutors can follow confidently every day.
Why this matters now
Inclusion is no longer a compliance checkbox — it's a leadership expectation. Inspection guidance tells providers they must show structured, evidence-based approaches to identifying and supporting all learner needs.
New inspection guidance tells providers they must show:
Early and accurate identification of all learner needs
Structured, evidence-based support planning
Ongoing review and impact tracking for every learner
Yet most organisations still rely on manual, resource-heavy processes designed for SEND learners alone. The Proactive Pathway changes that — enabling inclusion at scale, empowering tutors, and ensuring every learner receives the right support from day one.
It gives us the certainty that we're doing the best we can to support our learners from day one and the ability to evidence the support consistently. We have also strengthened our ability to identify hidden needs and provide tailored support.”
